CIVIL JUDGE தேர்வு அறிவிப்பு.

  தமிழ்நாடு முழுவதும் காலியாக  உள்ள 185 உரிமையியல் நீதிபதிகள் பணியிடங்களில் தகுதியானவர்களை நிய  மிப்பதற்கான எழுத்துத் தேர்வு மார்ச் 24, 25 ஆகிய தேதிகளில்நடைபெறு  கிறது.  சட்டப் படிப்பில் பட்டம் பெற்ற இளம் பட்டதாரிகளும், நீதிமன்றங்களில் வழக்குரைஞர்களாக பணியாற்றுவோரும் இந்தத் தேர்வில் கலந்து கொள்ளலாம். மேலும் விவரங்களை www.tn.gov.in/departments/home.html  என்ற இணையதள முகவரியில் அறியலாம். அந்த விவரங்கள் வருமாறு.

NOTIFICATION CALLING FOR APPLICATIONS FOR THE POST OF CIVIL JUDGE
1. Applications are invited by the Government of Tamil Nadu for
appointment of 185 posts of Civil Judge in the Tamil Nadu State Judicial
Service to be made by direct recruitment.
2. The distribution of the above said 185 vacancies is as follows :-

i)The reservation in recruitment in respect of differently abled persons is
governed by the orders issued in G.O. Ms. No.87, SW & NMP (SW-4) Department,
dated 17.7.2008.
ii)The reservation for women shall be as per the rules.

3. QUALIFICATIONS
(A) AGE (As on 01.07.2012) :
(i) For Practising Advocates / Pleaders and Assistant Public Prosecutors -
Minimum Age Limit : 25 Years
Maximum Age Limit : 35 years (For General Category)
: 40 years (For Reserved Categories)
:: 2 ::
(ii) For Fresh Law Graduates ( For all Categories) -
Minimum Age Limit : 22 Years
Maximum Age Limit : 27 Years
(B) EDUCATIONAL QUALIFICATION :
Candidates should possess the following or its equivalent qualification on the
date of this Notification.
I. For Practising Advocates / Pleaders and Assistant Public Prosecutors:-
(i) Must possess a degree in Law of a University in India established or
incorporated by or under a Central Act or a State Act or an Institution
recognised by the University Grants Commission or any other equivalent
qualification and got enrolled in the Bar Council of Tamil Nadu, and in the case
of candidates enrolled in the Bar Councils of other States, they should submit a
proof of transfer of their enrolment to the Bar Council of Tamil Nadu;
and
(ii)(a) Must be practising as an Advocate or Pleader in the High Court or Courts
Subordinate thereto and must have so practised for not less than 3 years on the
date of this Notification.
or
(b) Must be an Assistant Public Prosecutor having not less than 3 years of
experience as an Advocate and / or Assistant Public Prosecutor.
Note :
i) In the case of advocates practising in subordinate courts, the certificate in
proof of their practice should be obtained from the Presiding Officer of the
Court in which the candidate is/has been practising.
ii) The Assistant Public Prosecutors shall produce the certificate issued by the
Director/Deputy Director of Prosecution or the Presiding Officer of the court in
which he is practising.
iii)In the case of candidates practising in the High Court, such certificate
should be obtained from the Registrar (Judicial) at the Principal Seat and the
Madurai Bench, as the case may be.
The Certificate should be in the following format :

practicing as Advocate in this Court for ............ years.

II. For Fresh Law Graduates :
(i) Must be a fresh Law Graduate possessing a Degree in Law from a recognized
University as mentioned in Clause-I (i) above;
(ii) Must be eligible to be enrolled or enrolled as an advocate;
(iii) Must have secured an overall percentage of
(a) 50% Marks in case of open categories;
(b) 45% Marks in case of all reserved categories.
(iv) Must have obtained the Degree of Law within a period of three years prior to
the Date of this Notification.

Note :
(i) Candidates, who have secured less than the minimum marks specified above in
any paper of the Written Examination are not eligible for Viva-voce.
Candidates who have secured less than the minimum marks prescribed for
Viva-voce are not eligible for selection.

(ii) The appearance in all the papers at the Written Examinations and for the Vivavoce
is compulsory.
(iii) The question papers on Law Papers I, II and III will be set both in English and in
Tamil. The candidates are given the option of answering the papers either in
English or in Tamil.
(iv) SYLLABUS FOR THE WRITTEN EXAMINATION :
a) Translation Paper
There will be one translation paper and the candidates will be required to
translate passages in English into Tamil and Tamil into English. The passages
will be from (1) Depositions, (2) Judgements, and (3) Documents.
b) Law Paper – I
The Code of Civil Procedure, 1908; The Code of Criminal Procedure, 1973; The
Indian Evidence Act, 1872; The Principles of Pleading and The Constitution of
India.
c) Law Paper – II
Framing of issues and writing of Judgments in civil cases;
Framing of charges and writing of Judgements in criminal cases.
d) Law Paper – III
Alternate Dispute Resolution Mechanism & Techniques;
Legal Services Authority Act;
Plea Bargaining.
(v) Viva-voce
In the Viva-voce, the candidate’s general knowledge, knowledge of law, grasp
of procedural laws & principles of law and his/her overall aptitude for
selection to the post will be tested.
6. SCALE OF PAY
Rs.27700 - 770 - 33090 - 920 - 40450 - 1080 - 44770 per mensem.
7. GENERAL INFORMATION
(A) The rule of reservation relating to appointments applies to the posts.
(B) The number of vacancies advertised is only approximate and is subject to
modification with reference to the vacancy position at any time before
finalisation of selection for Oral Test or selection for appointment, as the case
may be.
:: 5 ::
(C) If no qualified and suitable women candidates are available for selection
against the vacancies reserved for them, those vacancies will be filled up by
male candidates belonging to the respective communal categories.
(D) CERTIFICATE OF PHYSICAL FITNESS :
Candidates selected for appointment to the post will be required to produce a
certificate of physical fitness in the form prescribed for “Posts other than
Executive and Ministerial”.
The Standard of vision required of the candidates selected for the post is
‘Standard-III’ or better. Standard –III is as follows :

Candidates with defective vision should produce Eye Fitness Certificate from a
qualified eye specialist.
(E) (i) Persons with disability are required to produce, along with the application
form, a certificate of physical fitness from a Registered Medical Practitioner
not below the rank of Assistant Civil Surgeon to the effect that his/her
disability will not render him/her incapable of efficiently discharging the
duties attached to the post.
(ii) The High Court reserves the right to refer any such candidate so selected to
the Medical Board for certifying their fitness or otherwise to the said post.
(F) In G.O.Ms.No.241, P&AR (K) Department, dated 29.10.2007, the Government
have issued orders reserving 3.5 % to BC Muslims within the 30%
reservation available for BCs. All the concessions / relaxations available to BC
candidates are applicable to BC Muslim candidates also.
Note:
The expression B.C. (i.e. Backward Class) wherever it occurs should be read as
B.C. (Other than BCM) and B.C.(Muslim).

i) Candidates would be preferably allotted the Centre of Examination on the
basis of their residence/place of practice as stated in their application.
ii) The High Court reserves the right to increase or decrease the number of
examination centres and allot/re-allot the candidates to such centres.
9. PROCEDURE OF SELECTION
The selection will be made in two successive stages i.e., (i) Written
Examination and (ii) Viva-Voce. The final selection will be made on the basis of the
total marks obtained by the candidates at the Written Examination and Viva-Voce
taken together subject to the rule of reservation of appointments. Candidates’
appearance both in the Written Examination and Viva-Voce and securing the
minimum qualifying marks prescribed for both is compulsory for the selection.
10. EXAMINATION FEE
Rs.200/- (Rupees Two Hundred Only) - Non refundable
The examination fee should be paid in the form of a Demand Draft drawn in
favour of the Registrar General, High Court of Madras, payable at Chennai, on or
after the date of this Notification and the same should be enclosed along with the
application. Candidates belonging to the SC/ST community are exempted from
payment of the examination fee.

11. ENCLOSURES TO BE SENT ALONG WITH APPLICATION
A. All candidates applying for the post are required to send with the application
form, self-attested xerox copies of the following testimonials (Originals to be
produced at the time of Viva-voce) :
(i) Certificate showing the proof of Date of Birth
(ii) S.S.L.C. / H.S.C. Certificates
(iii) Degree Certificates (Basic Degree / Law Degree)
(including certificate in proof of qualification in Tamil language)
(iv) Community Certificate (in case of Reserved Categories) issued by the
competent authority
(v) Disability Certificate (wherever applicable) issued by the competent
authority
(vi) Three copies of the latest passport size photographs
B. For practising Advocates /Pleaders / Assistant Public Prosecutors :
In addition to certificates mentioned in (A),
(i) Enrolment Certificate from the Bar Council of Tamil Nadu.
or
Proof of transfer of enrolment to the Bar Council of Tamil Nadu
(Applicable only to candidates enrolled in the Bar Councils of other
States)
(ii) Certificate in the format mentioned above to show that he/she has
been practising as an Advocate or Pleader in the High Court or Courts
Subordinate thereto and that he/she has so practised for not less than 3
years on the date of this Notification.
or
Certificate in such format to show that he/she is an Assistant Public
Prosecutor having not less than 3 years of Experience as an Advocate and/or
APP on the date of this Notification.
C. For Fresh Law Graduates :
In addition to certificates mentioned in (A),
(i) Bar Council Enrolment certificate or a certificate issued by the Bar
Council of Tamil Nadu to the effect that he/she is eligible to be enrolled
as an Advocate.

(ii) Consolidated Statement of Marks or Statement of Marks for all
Semesters.
(iii) In the case of Open Categories, evidence to show that he/she has
secured an overall percentage of 50% marks in acquiring the Law Degree
and in case of other reserved categories 45% marks.
12. EMPLOYMENT CERTIFICATE
Candidates who are working as Assistant Public Prosecutors are required to
produce a certificate to that effect issued by the Government.
13. CONCESSION
Rule 53 of the General Rules for the Tamil Nadu State and Subordinate Services
shall not apply for this recruitment.
14. ISSUE OF APPLICATION FORMS
Candidates should apply only in the prescribed format which is given
hereunder, in A-4 size sheet, which is also available on the website
"http://www.tn.gov.in/departments/home.html" and any deviation therefrom
will result in summary rejection of the application.
15. RECEIPT OF APPLICATIONS
The filled-in applications along with Demand Draft towards Examination Fee
(other than exempted candidates) and all the enclosures mentioned
hereinabove should reach the office of the Principal Secretary to Government,
Home Department, Fort St. George, Chennai-600 009 by 5.45 p.m. on or
before 20.02.2012.
Incomplete applications and applications without Demand Draft (for
applicable candidates) and without the prescribed enclosures would be
summarily rejected and no communication will be issued and no further
correspondence in this regard will be entertained.

16. TRAINING, EMOLUMENTS, ETC.
The persons selected to the post shall undergo training for a period of twelve
months and shall, within the period of probation, pass the Account Test for
Executive Officers. During the training period, they shall be entitled to the
minimum time scale of pay and annual increment applicable to the said post.
If they pass the Account Test for Executive Officers before the completion of
one year of service, they shall be eligible to draw the first increment in
advance from the date, following the date of passing such examination.
Note: Canvassing in any form will result in disqualification of the candidate.
